What do we do now?

We pulled down wood paneling to find this glue stuck to the walls underneath. It's raised and rough in 99% of the place. The goal was to paint the room... Sanding down the glue with a palm sander isn't working so well. Scraping it off with a razor blade is slow going and leaving many holes/gouges along the way. Is there any other way to approach this? There are areas where they seemed to go a bit... Crazy... With the glue and its super dense with squiggles and dots everywhere. The photo is the lesser of the glued area. :-/
